Ano ang mas maikling proyekto: ang MCTEP o ang C-5 Extension?
Ano ang mas murang proyekto: ang MCTEP na gagamitan ng pribadong pondo dahil ito ay isang build-operate-transfer project o ang C-5 Extension na gagamitan ng isang daang porsyentong pondo ng gobyerno?

Which is the cheaper project: the MCTEP which uses private funds because it’s a build-operate-transfer project or the C-5 Extension which wholly uses government funds?
